A LETTER FROM THE DISTRICT CHAIRMAN

A Letter from the District Chairman

Dear Home and Property Owners of Williams Lake;

This annual letter was started by our last Chairman, Rick Morgan and we will continue with it in order to keep you informed on what your water/sewer board is doing.

The following is our mission statement:

“In order to serve a public use, to provide sufficient, safe and affordable water for domestic use, fire protection, and to promote health, safety, prosperity, security and general welfare of the inhabitants, the Williams Lake Recreational water and sewer District was established.”

Our general responsibility is to ensure that the water to our homes is maintained in accordance with all legal regulations and is of the highest drinking quality that our technology will allow, along with meeting the needs of the community.  As well we will support and assist with new water/sewer connections and support the future growth of our community.

Our current board members and officers and their terms are as follows:

R. Llee Chapman, Chairman                               Term Expires – May, 2027

Gary Mulkey, Treasurer                                                                   May, 2023

Craig Ammar                                                                                      May, 2025

Layne Scholkowfsky                                                                         May, 2022

Tim Murr                                                                                            May, 2027

We would like to welcome Lori Froemming as our new accountant.  Lori is from Salmon and will add a lot of value to our team.  Lori will work closely with Gary to insure that your funds are spent wisely and taken care of.  We have an “open book” policy, so please reach to Lori or Gary with any financial questions that you may have.  We have also hired Corey Rice as our licensed system operator.  Corey is from Challis and has spent many years in the water treatment business, as well as being a great fly fisherman he is a great addition.  We got really lucky and convinced Anne Franken to join us as our secretary.  Anne brings a wealth of knowledge and skills to the job and not only does a great job, she is a great person and a joy to work with.  Rich Franken, is our current HOA President and it is our intention to work very closely with our HOA, to the benefit of all home and property owners.   I would like to take a minute to let you know that our past Chairman Rick Morgan has offered to assist us with system maintenance.  I can’t express enough gratitude to Rick, as he has been our glue for the last several years.  As special thanks and lots of beers are here for Rick.

The current board has re-done a long standing resolution concerning impact fees for water hookups.  Now your up-front impact fee can be used to offset the costs to design and build a main line extension to the water system.  The owners costs will be from the mainline to your property hookup.

The current board is also in the midst of updating our current operating policies and by-laws.

Our current projects include:

1-Updating our telemetry system to the water tanks so that we can monitor not only our storage but our usage as well.

2-Assisting homeowners with new water/sewer hookups.  With the current growth, we have several new water hookups and at least one new sewer hookup in progress now.

3-We are working with the new owners of the lodge to see if there is a way to incorporate their water tanks into our system, even if to feed the lodge.  This will greatly enhance our storage capacity.

4-We are finalizing a plan to put a storage tank on the main road above the pumphouse in order to gain faster access to firewater.

5-finally, we are working on a facilities plan to carry us into the future.  We have had a local engineer, Jared Bragg document our current water and sewer system.  With these maps and coordinates, we can move out to enhance our capacity to serve all of you.  The next steps are to design what needs to be done in the next ten years as far as improvements as well as major maintenance to insure that we can deliver our services for the duration.

For all of you to know, we post our monthly agenda as well as approved minutes on our website as we go.  We meet every third Friday of the month.  During the nice weather, we will meet at the Larry Clarke Firehouse.  During the cold months we will offer a zoom meeting for all who are interested.  In fact, we will run the zoom meeting for all meetings if you would like to sign in remotely.
